Policy For Public Access to the Internet

Citizens Library is pleased to offer its patrons access to the Internet. Use of the Internet is intended to enhance the materials offered by the library. The purpose of offering the access is to expand the information available to users. The library asks users to read and sign the following agreement. Users under 18 must have the policy agreement read and signed by parent or legal guardian.: The policy to sign is available at the reference desk.

I. The information available on the Internet is not under the control of the library or of any other institution. It contains much useful information, but also material which may be offensive to the user. Not all sources on the Internet contain accurate, current, and complete information. The undersigned understands that the library cannot control and is not responsible for the Internet.

II. Children below the sixth grade in school can use the Internet only if accompanied by parent or guardian, which parent or guardian signs the agreement and is responsible for the use by that child.

III. Persons in the sixth grade or above, but who are not yet 18, may use the Internet without a parent or guardian present, provided that parent or guardian have read and signed this agreement.

IV. In accordance with the library's selection policy, the Internet is not to be used for accessing material that is not in the realm of information normally provided by the library. Use of the Internet for commercial gain or profit is not permitted. Persons who misuse the library's public access computers will lose their computer privileges as detailed in XIII.

V. Downloading of material from the Internet to the computer is not permitted. Disregard of this rule will result in penalties as listed in XIII.

VI. Because of user demand, there will be a one hour time limit. Eligible persons who wish to use the Internet will signup at the reference desk. They must show their library card. They may use the computer(s) on a first come first serve basis. If no one is waiting to use the computer(s) at the end of one hour the person may continue to use the computer until someone else wants to do so.

VII. The patron understands that staff is not able to teach users how to use the computer or the Internet. Internet handbooks and lists of addresses will be available at the computer to help the patron. The library will provide a list of helpful sites in different areas, but there is not sufficient staff to do searching for patrons. The library will offer free courses on basic computer skills and searching.

VIII. The replacement cost for any equipment or materials loses or damages that occur as the result of carelessness or failure to report malfunctions will be the responsibility of the user. Writing to the hard disk, tampering with or altering the configuration of any equipment is prohibited and will result in suspension of privileges as described in XIII.

IX. The library does not provide e-mail functions to any user.

X. Use of the Internet is free. However, if material is printed out, there is a 20 cent charge per page.

XI. No more than two persons may use the computer at one time. Both must have signed this agreement.

XII. All users of the Internet agree to comply with all Federal and State Laws relating to the use of the Internet and the use of computers provided by the library.

XIII. Violation of any rule will result in the following penalties: one month lose of Internet privileges for the first violation; two months lose of privileges for the second. A third abuse of any of the rules will result in permanent revocation of Internet privileges.
