Services

Library Card

  • Any resident of Washington, Greene, and Fayette County may register for a free card
  • A verifiable written form of identification, including current permanent address, is needed to apply for a library card
  • Children under 16 are eligible for a library card with parental signature and identification
  • Resident students attending a Washington County college may register for a 1 year library card with proper student identification
  • Library cards are renewed every 3 years
  • Library cards are not transferable
  • Non-residents of Washington, Greene, and Fayette County are welcome to use their Access PA Library Card OR Register by paying an annual fee
  • Lost or damaged library cards are replaced for a $2 fee
  • You must show your card to check items out or to use the public internet computers

General Info


  • Most materials may be borrowed for 14 days
  • DVDs may be borrowed for 1 week with a check out limit of 5; Video games are 2 weeks with check out limit of 1
  • Current periodicals are not available for loan
  • Items may be renewed at the Library, by telephone (724-222-2400 ext. 222), or online up to 2 times
  • Items will now renew automatically unless they are on hold by another patron
  • Items may be returned inside the Library or at the Book Drop in the parking lot if drop is not full. Items may also be returned to any WAGGIN library
  • PLEASE NOTE: loan periods for currently popular and non-book items may vary with each library
  • Long-term loans are available upon request
  • There are no daily for items. Patrons will receive a bill for materials if items are not returned within a 30-45 day period.

Reserves(Holds)


  • Items not currently available may be reserved/put on hold at the Customer Service Desk or Online
  • Notification will be made by email, text or telephone
  • The item will be held at the Customer Service Desk for 5 days

Inter-Library Loans(ILL)


  • Materials not owned by the WAGGIN network may be available from other Pennsylvania libraries    
  • Requests for these materials can be made through the ILL desk at 724-222-2400 Ext. 225
  • PLEASE NOTE: a minimum of 1-3 weeks may be necessary for requested materials to be received
  • Renewals are not permitted on ILL items
  • Current items and historical, genealogical, or reference materials are usually not available from other libraries

Memorial & Honorary Donations

Memorial and Honor gifts are a meaningful way to celebrate or remember a loved one who is special to you.

  • Items are marked with a gift plate and letters of recognition are mailed out to family
  • Memorial/Honor books may become tattered, worn, or the information becomes obsolete, so Citizens Library reserves the right to withdraw them under these circumstances. However, Memorial/Honor plaques will be kept and may be transferred to newer materials. 
  • If you wish, you may also make a general contribution to the library instead of a Memorial/Honor book.

Tech Appointments

Meet one on one with our Digital Services Manager to ask questions or get help with devices(such as computers, cell phones) and basic tech knowledge(such as social media, internet browsing, email).

We do not make tech appointments for filing taxes; basic help can be found at myblueprints.org or dial 2-1-1.

Printing & Copy Machine

  • Printing prepared work: 25 cents ($0.25) a page or $1 for color. Example: front and back one page b&w is 50 cents
  • Prepay at Circulation Desk or if using copier, prepay with the coin machine
  • A public fax is available during library hours at the Customer Service Desk
  • Cost for a fax is $1.00 per page to send or receive (in continental U.S.)

Internet Access

  • Users MUST bring their library card in order to use the computer; if you do not have a library card you can use a computer guest pass
  • Library patron must be in good standing with the Library to use the computers
  • Users are asked to sign an internet agreement
  • Users under 18 must have the policy validated by a parent or guardian
  • Free WiFi service is also available; connect to the Library Public wifi in any area
  • On-line databases are available through the library on site or from home--see our "Online Resources" section for further information
  • Time on computers is restricted

Building Access & Parking

  • The front entrance is located off North College Street. Handicap access is available at the rear main entrance off of East Wheeling Street
  • Metered off street parking is available in a public parking lot on East Wheeling Street.  The meter cost is 75 cents ($0.75) per hour (20 minutes for each quarter)
  • Parking Meters are enforced Monday - Friday, 9:00 AM to 5:00 PM. It is head in parking only. Handicap spots available
  • Park Free at parking meters after 5:00 PM on weekdays, all day Saturday, all day Sunday, and Legal Holidays
  • Patrons of library may also park along the rear building in designated spot by using library placards. Ask the Customer Service desk to obtain one

Display Windows

  • Display space is available for exhibits by local clubs, hobby groups, collectors, and schools
